## Summary

Minna Helle, deputy chief executive of Technology Industries of Finland, has seen the labour market from three sides: as chief negotiator for the nurses' union Tehy, as National Conciliator, and now from the employer side. The episode opens with what taught her most — the 2007 bargaining round, which she calls a collective delusion: very high pay settlements just before the financial crisis, after which the Finnish economy struggled for a decade. The conversation covers the difference between an employment contract and a collective agreement, universal applicability and its design flaw — an unorganised employer or employee must follow the agreement but cannot use its local bargaining options — and the technology industry's autumn 2021 settlement, which lets a member company choose between the national agreement and a company-level one, unlike the forest industry's clean break. The last part is about negotiation itself: a professional would have to choose reason, nobody manages that in their own affairs, people quarrel rather than issues, and law is an instrument rather than an end.

## Three chairs

Union chief negotiator, National Conciliator, employer. Very few people have sat in all three, and it is what makes her verdict on 2007 worth more than the usual retrospective: she is criticising a round she helped produce, from a position she has since left — while declining to put the blame on Tehy alone, since several parties and the politicians shaped the outcome.

## A shared delusion, not a defeat

Describing 2007 as a collective delusion puts the failure in the expectation everyone was working from rather than in anyone's tactics. Her corollary is the useful part: crises arrive from global markets, but what pay settlements are made is entirely in our own hands, so they should be handled well.

## The flaw in universal applicability

Helle declines the good-or-bad debate. Universally applicable agreements keep minimum wages out of statute and out of election bidding wars; the flaw is that an employer or employee who chooses not to join an association must follow the agreement yet cannot use its local bargaining options. That, she says, is not sustainable.

## From party to consultant

The technology industry's 2021 model lets each member company keep the national agreement or build its own. If bargaining moves to company level, the associations become consultants — and giving up the power to decide what happens on every shop floor is the hard part.

## People quarrel, issues do not

The negotiation half turns on that inversion of a familiar saying, and on the admission that follows: a professional ought to choose reason, and nobody manages it when the matter is their own. Law is the instrument for writing down a deal, not for reaching it; a demand dressed as a legal claim locks in and hides the need behind it.
